NAVSUP WSS positions itself for Navy’s next generation of acquisition and sustainment

DVIDS - GeorgiaGathering subject matter experts in one location was key to ensuring open dialogue as the group met to chart the future of the 2,500-member organization.
“If you don't get leaders together in person, people just run in a direction, and because they have these big positions and they have so much on their plates, they're usually trying to make decisions based on what information they have at the time,” said Cassandre Luberus, a black belt in the NAVSUP WSS Strategic Management and Improvement Office. “We have three different locations, and so getting them all in one room enables one message, one strategy going forward.”
In March, the Navy announced a major restructuring of its acquisition enterprise with the establishment of multiple PAE organizations. The stated objectives include aligning authority with responsibility, reducing unnecessary organizational layers, improving accountability and bringing decisions closer to program execution.
Command leaders stated the goal of the WSS key leadership team coming together was to ensure an adaptive and responsive work force that is tightly attuned to operational realities. NAVSUP WSS continues to adapt its structure to align with the Navy's PAE construct while maintaining a consistent supply chain support model across the enterprise.
“We've got to face [the PAEs] where they are,” said Rear Adm. Mike York, commander of NAVSUP WSS. “We're asked to describe how we fit in a new PAE world. We believe the right answer is that we're the supply chain partner, provider, in support of a portfolio acquisition executive. We need the product and service that we provide to be consistent, no matter what the PAE is.”
The Admiral praised the efforts of the workforce on the work they’ve already accomplished, the quality of the questions being asked and the insights being uncovered.
Command leaders emphasized that this is not simply an organizational restructuring exercise, but an effort to ensure the organization remains relevant, responsive and effective in a dynamic environment.
The second focus area of the two-day meeting was advancing the command’s campaign plan. The NAVSUP WSS campaign plan features three distinct lines of effort with corresponding initiatives and tasks nested underneath. The plan is designed to build a more resilient, innovative, combat-ready supply chain.
The three lines of effort include reshaping supply chain strategy from just-in-time to just-in-case, creating opportunities to conduct basic business in a transformative way, and ensuring the end-to-end supply chain is combat-ready.
“I think in an organization like ours, first and foremost, you need a long-range plan that looks over the horizon to understand where you are and where you want to go,” York said. “We had the benefit of a plan already in place. We designed the three big lines of effort around what we anticipated the environment to be.”
Although this version of the campaign plan was initiated almost a year ago, the key elements have endured.
“It's been about a year since we created this version of our NAVSUP WSS campaign plan — the three lines of effort that talk about going from just-in-time to just-in-case, relentlessly trying to get after innovation to enable a supply chain that's combat-ready,” York said. “What's really sort of fascinating to me, and what gives me a lot of great confidence in the plan that we've derived is, 12 months in, it stands the test of all of that new information that we had no idea about a year ago. That gives me a lot of confidence that we're on the right track.”
NAVSUP WSS is aligning its organization, strengthening its supply chain strategy and mobilizing its workforce to support the Navy's evolving acquisition enterprise to deliver combat-ready logistics.
